Why?: This sounds like a really interesting concept for a dystopian/sci-fi novel, and the synopsis caught my attention as soon as I read it. It kind of reminds of the Uglies series by Scott Westerfield (which I really enjoyed), so I'm really intrigued as to why people are Masked and how it's done. The world sounds like something that took a lot of thought and planning to create, and I'm also really excited to find out how the world is constructed.

Expectations: I expect a high-intensity dystopian with lots of sci-fi elements. A lot of world building as well, since this world is very different from ours. Secrets and mysteries and all of that jazz will probably be everywhere, and I hope Kitty is smart enough to unravel them all. Probably some romance thrown in too.

Judging a book by its cover: At first glance, this cover looks very simple. I love the blue against the gray, and I think the maze in the middle is really cool looking. But as you look closer, you can see other things. Like the eye in the maze, and the III in the middle of it. I really like the cover, and I think I would pick it up if I saw it on a shelf in a bookstore or library or click on it if I was looking for Kindle books.
